President Ramos’s decision to ban foreign participants was clearly in the national interest. The president’s decision was contained in his May 20 handwritten note to the executive secretary, which read: “In view of the predominantly political content of the scheduled Asia-Pacific Conference on East Timor to take place in Metro Manila and the active advocacy of such political matters by non-Filipinos such as Jose Ramos-Horta, which latter characteristic I consider inimical to the national interests, take immediate steps to exclude such persons and other non-Filipino conferees.” I concluded my article by saying:

Countries that are poor cannot afford to be world policemen by intervening in the affairs of every country. Nor can one effect change by isolating Indonesia, as Jose Ramos-Horta proposes to do. Had Fidel Ramos not done what he did, the damage to the Philippines would have been incalculable. History would surely have branded him as a traitor for the hardships brought upon his people. Something that the local convenors of the East Timor conference would do well to reflect on.
